Development of Water Services in 15 municipalities in Latvia, plase 3

15mun_2In August 2005 the company “Arhis” jointly with German partner “Fichtner GmbH&Co.KG” signed the Contract with The Ministry of the Environment of Latvian Republic on preparation of Tender documentation for Contracts on Construction Works, Supply of Equipment and Technical Supervision for water supply and waste water facilities in 15 Municipalities of Latvia (Karsava, Ilukste, Vilaka, Vilani, Malta, Zilupe, Ludza, Lubana, Adazi, Balozi, Saulkrasti, Ulbroka, Ligatne, Malpils and Plavinas).
The Contract is proceed in the frames of the project “Development of water services in Eastern Latvia Rivers Basins, Phase III”. The project is performed in the municipalities with the population of 2-10 thousand people and includes the reconstruction of water supply and waste water networks, complexes of water supply point, complexes of preparation and storage of drinking water, waste water pump stations and waste water treatment plants. The aim of the project is to improve water and waste water facilities to achieve compliance with directives of EU and State standards.

zilupeIn the frames of the fulfillment of engagements to Client - Ministry of the Environment the Consultants provide:
- collection of information about existing condition of water supply and waste water systems in municipalities and precision of scope of Works;
- building of simplified water and waste water networks computer model for 3 municipalities - Ulbroka, Saulkrasti and Zilupe;
- realization of all necessary engineering-technical surveys to receive the full information for the following detailed design;
- development of the preliminary engineering solutions and preliminary calculation of proposed investment;
- development of technical specifications, Client’s requirements and scope of Works for the technical supervision of Construction Works;
- preparation of Tender documentation for technical design and construction of networks and facilities, supply and delivery of equipment and realization of the technical supervision on construction Works.

The documentation is developed according to the requirements “Law of supply for the needs of the State and municipalities” and conditions of international Contracts FIDIC “Conditions of Contract for Plant and Design-build for electrical and mechanical plat and for building and engineering works designed by Contractor” („Yellow Book” 1999, first edition).

Project funding is secured through the Cohesion Fond (EU),National and municipalities’ budget.It is planned to finish all Works in 15 months until the end of 2006.
